Would it be worth it to put extra money into this set and powder coat it or is it not worth that much and I should just strip it and paint it myself?

Powder coating can get expensive, especially with that many pieces.
Try and restore a piece yourself first. Research rust inhibitors, primers, and proper spray paint for metal. Also perhaps a wire brush drill attachment, and protective hand, eye, and lung equipment. ..as in rubber gloves,goggles, and a face mask. And post pictures of the process.
