It's not an Eames chair but it's closely based on an Eames design. The Eames molded fiberglass chairs have been widely copied ever since they were first marketed, which will make it hard to find out who made the one you're asking about, if that's what you want to do. If it's just the look, then yes---Eames.

It actually looks a lot like an upholstered Robin Day polypropylene chair, manufactured by Hille. Like Eames chairs, they existed in multiple iterations with various bases, upholstered and unupholstered.
