Appears to be a textured, high-loop pile made with felted yarns.

Should hide shed toy poodle fur and cracker crumbs well. Burgundy spills maybe not so much.

It would depend entirely upon the color of the toy poodle, which can easily be changed.

Look for "felt rugs" without quotes. Sukhi Rugs has some though there is also a type made of small felt balls joined together somehow.

The looped ones were really popular awhile back in the US and you could even get them at Target (big chain store selling stylish low-end stuff). They should still be easy to find since they are SO nice---my opinion, anyway! I found a charcoal gray one at a thrift store for $30 and it is now in my son's living room and looks and feels incredible (though his black cat kind of disappears on it).

I found something very close to the one in your photo, or maybe exactly it -- search for Cumellas Chalk Wool Rug and you'll find it.
