Milo Baughman chair ?

Trying to ID the designer of this chrome and leather chair. I cant help thinking Milo Braughman...
There are some mild specks on the chrome to suggest it is 60s/70s era.
The underneath is interesting - probably like you all, I have turned over 100s of chairs...but this is the first time I have seen these straps and buckles ....(perhaps I have just lead a quite life!!)
Any help in identifying the designer would be appreciated..
