That is a tub lounge chair. It likely swivels. It appears to be constructed of woven rattan in a natural or honey finish. It has a white, likely cotton, upholstered tufted seat cushion which may not be original.
It looks pretty contemporary, it could be a Pier 1 kind of thing, or maybe up to a mid-level fine furniture kind of thing, check for a label.
