I would remove the legs first and then spray some "Goof Off" on them. Use a NON abrasive rag to wipe away grime. The product is great for removing grime accumulated over the years. It may take more than one application, but should do the trick. It has worked very well for me on un-laquered/varnished surfaces. If the aluminum legs have any kind of varnish or sealer on them, the product will remove that as well...so be careful.
