I wouldn't call D-Scan a collection basin for unidentifiable 70's Danish design. Those Singapore-made chairs were of Danish design and fabrication standards, and were of comparable quality to the lower-end mass produced chairs being made in Denmark at the time.
As to your cart, it has a generic 70's feel to it for both design and construction. Could very well have been made in Denmark.
The Scan chain of furniture stores was based in the DC area and they were in business up until the 80s, I think. I wasn't into Danish style furniture so much back then but I did go in Scan a few times. I remember noticing the last time that I was in one that they had a fair amount of teak furniture from Asian countries as well as a few things from Denmark still. It all tended to be pretty generic looking and not of high end production values---visible bolts, stuff like that.
I would guess that your cart is from Scan's end times.
